[Openstreetmap] new applet

Hello,

Thanks to Toms hard work, and Matts help I've put the applet up.

Currently you can't move around, this will be fixed. Some very brief
documentation is here:

Please update if you can.

At the same time, a caching landsat wms server is available. You should
notice the startic renderer and the applet get landsat relatively
quickly.

Sooner or later you'll be able to get a wms feed of the map and
everything will transition to that.
