I'm working at the main competitor to NavTeq who is
doing the same job as you intend, but for private
profit. Some problems I would see is a unfied data
structure that has verifiable accuracy and the huge
amount of storage required (TerraBytes) The US has
great open source materials such as Tiger and
TerraServer. From these alone you could develop a
named street database. Addressing simply requires a
lot sourcing from localities themselves through
resources aquisition from personal contact. In fact a
version of our product is online. You could probably
obtain financing for your project if you could provide
updated data or perhaps a data sharing arrangement, or
even storage space and administration. Another idea is
an web updateable server that can be financed by
commercial GIS providers but updated by the public at
large.
