Hi,
you find some Free data for Germany on the homepage of the mapbender 
project (http://www.mapbender.org) in the download section (Files) on 
SourceForge. It ist the NIMA data as shapes or WKT ~23 MB postal codes 
as polygons or simple centroid.

Maybe have a look at this list (German lang):

They are into something similar to OpenStreetmap in Germany - but by far 
less deeply involved. i am currently trying to talk them into using OGC 
standards.

Moreover we have just today bought a really big machine (dual itanium 
loads of RAM) and have finally found a provider with (almost) flatrate 
so that we can start some wikimaps stuff in summer - hopefully.
You can contact me off list if you need more details on the situation of 
Free data in Germany. It is ugly... but there are quite a lot of "demo" 
services in the web that can be used perfectly (technically) as 
digitizing background...
