[Openstreetmap] Borough boundary

Nice idea, but Wandsworth (as an example) has nothing like that. Plus, the
boundary twists and tuns all over the place, even sometimes running down the
ends of gardens that are back-to-back with other gardens, that would be
impossible to plot "on the ground". Also, it splits major carraigeways
in half,
meaning it would also be dangerous (as would hopping through people's back
gardens, I guess!)

I may be asking an old question here that has been done to death, but didn't I
read somewhere about a group getting together to buy some detailed satellite
images to draw their own maps without infringing anyone else's copyright?
