Yes, that's absolutely fine.

I'll be releasing my New Popular Edition scans (i.e. 1in maps from the 
1940s/early 1950s for the whole of England and Wales) under a CC 
licence [1] imminently, so you can do this for the world outside 
Southampton too. :)

[1] CC licence for the actual scans, but no restrictions at all on 
derived vector works.
