[Openstreetmap] Applet updates and death to XMLRPC

Hello,

After fixing many bugs all over the place and entering a higher plane of
SQL consciousness the applet now talks to the REST API. The same things
are missing as before, namely the keyval system, but the rest works:
line and node movement and creation. The static map and the applet now
have the same idea about what map data exists... but the static map lags
as images are cached server-side.

The XMLRPC interface has some crummy SQL that's giving bad data so I'm
inclined to just kill it now, but thought I'd wait and see in case
anyone really wants it to stay up?
