If we look at a program such as Pascal Martin's RoadMap 
(http://roadmap.digitalomaha.net/), they use TIGER data for the 
U.S. and DCW (Digital Chart of the World) for the rest of the 
world.  If we could convert the planet.osm dump to TIGER format 
(rather than the opposite), we might be able to make DCW obsolete, 
one country at a time.
