It started as a debug hint before release 1.0 to identify all broken stuff in 
case of JOSM trashes the data ;-). I tried to remove it in some version some 
weeks ago and got two complains about people who liked it, so it is back 
there ;-D.

> -c
> 8828295

Well, actually its only about 1.3% of the size:

$ cat planet.osm | grep -v '<tag k="created_by" v="JOSM"/>' | gzip | wc -c
14852919
$ cat planet.osm | gzip | wc -c
15060889
$ echo "(15060889-14852919)/15060889" | bc -l
.01380861382087073346
$
