If they have no tags, then yes.

If anyone is creating them for a reason, they should let us know soon!

Also, it probably makes sense to reject such segments on the server
side in future.  Since such segments would also be connecting two
nodes with the same location, would it make sense to merge those nodes
too?

Or could a zero length segment connecting two coincident nodes
represent a useful feature?  Perhaps with elevation too it might
represent a lift?  Are there such things for vehicles?
