Lots of those questions are a long way in the future, and I'm tempted to say 
"we'll modify the tool as needed to do whatever we want".  

At the moment it's just a way to handle the complexity of Map Features, and to 
let people share configuration files between the renderers.

Maybe it develops into a symbol/icon database too, or a texture database for 
areas, or maybe it handles choosing which language you want labels in.  Maybe 
some renderer will support beach segments with yellow sand on one side and 
blue waves on the other and we add that to the database...   I don't know 
yet, although people are welcome to discuss what they'd like to use it for.
