This information is no sufficient, because it does not specify where to
add it. Adding it at the beginning or at the end of the list might be
easy to spot. But if you split a segment a new segment must be inserted
at a specific place in the way.

I wonder - are Y shaped ways allowed? This would make things even
more... interesting. :-)
