I'm not sure whether they are "legal" but I've certainly done one or 
two in Australia and the Philippines: roads that have a fork for a 
few metres at the start to allow traffic to filter on/off where the 
fork is too short to be formally called a link road.  Another case is 
a single carriage way road that has short dual-carriage way sections 
to allow overtaking or to deal with some physical obstacle.
