IANAL but it seems like it's compatible. It looks like we can use it
pretty much freely and base derivatives upon it. However...

There are more restrictions than the US public domain TIGER data, and
there are potential problems down the line with using it. They must be
credited as a data source, which shouldn't cause too many issues, but
also they can revoke the licence, meaning that the data itself and
derivative data would need to be removed from OpenStreetMap. I can't
imagine they would revoke the licence, but you never know, and it
could result in the loss of a lot of hard work from people updating
the data.
