[OSM-talk] Map Features 'access' key -- replace 'public' by 'yes'?

Sorry to answer my own email but according to the July planet.osm statistics, 
for ways:

foot: no(21), permissive(46), private(4), public(5), unknown(4), 
unofficial(19), yes(1113),

horse: 4	no(4), permissive(10), unknown(4), yes(506),

motorcar: destination(2), no(13), private(2), yes(343),

bicycle: lane(2), no(3), opposite_track(1), permissive(6), public(2), 
unknown(4), yes(457),

and for segments: 

the 'foot' tag is: no(4), public(3), unofficial(304), yes(22261),

the horse tag: no(187), yes(16339)

the motorcar tag: no(3), yes(369),

the bicycle tag:

markedLane,pedestrianShared(5), no(17), pedestrianShared(25), public(4), 
yes(520),

Thus there seems to be an overwhelming majority of 'yes' over 'public' at the 
moment. Therefore it seems sensible, before we get into a mix-up scenario, to 
'officially' (on the wiki) replace the 'public' recommendation by 'yes', 
maintaining 'permissive', 'private' etc as other recommended values. I'll do 
that unless there are strong objections.
