A small scale number (say 0.1 or 0.5) will draw the roads fatter and a large
scale number (say 5) will draw thinner roads. The size of the canvas in all
cases will be identical and is determined by the extent of the nodes in the
data.osm file.

Most SVG viewers have a zoom capability (the S in SVG stands for Scalable)
which should enable you to zoom in and out on any part of the total canvas.
The Adobe SVG plugin for Internet Explorer uses Ctrl+Click to zoom in and
Shift+Ctrl+Click to zoom out - if you don't know about this it is not
obvious.
