Yes, it is. Although it is not directly exposed anywhere unless you have
direct access to the database. This allows some level of accountability,
for example "cleanups" if a rogue user is discovered etc. It is visible
in the RSS feeds for changes to an area so you can find out who is
currently editing in an area, but not who last edited a specific item.
