It strikes me that this is similar to the problem of 'under' and 'over' 
and heights. A lock has a full height, and an empty height on the water 
route which would be useful data. The footpath over a gate will have an 
even higher elevation or maybe a lower elevation if the waterway is part 
of an aqueduct or lift.

Of cause I think it a little unlikely that we would have a canal 
crossing place like a railway one, with steps down one either side, but 
a controlled railway crossing point would be similar to a lock gate 
crossing point. No access to the cross route, and the footpath may be 
'go' or 'stop' ;)
