I control the third layer. The third layer is updated when a non-corrupt
planet.osm is released. Since right now the planet.osm dump is invalid
UTF-8, it has not been updated since 12-05.

When a new planet comes out and is loaded, I remove all the existing
cached tiles, and start fresh. 

So, typically within 24 hours of a new valid Planet, the Mapnik WMS-C
layer will start to show the new data.
