So anything that is untarmacked in your county/region is public and the laws 
are defined as a track?  It sounds to me like a track that has public rights 
of way, rather than a track that has the rights of a track.  Unless im 
mistaken and in your country/region every single track is by law accessable 
by all, with the same standadised accsess rules.
