Hi Oliver,
Looks interesting. Raster maps are certainly a way to go and thinking
about it can make your change data perhaps a bit easier to deal with,
even if it is a lot more data. If there's any way you feel you can hack
on this within OSM, you're more than welcome.
I guess the real detraction for me, and this is a special case for many
people, is the routing. With connected nodes and so on we can in theory
do route planning so long as we avoid NavTeq patents.
