osmpedit does not do it.  But this was interesting functionality to
have.  But it might be hard to implement in a safe way before I
implement real offline editing.  The way to implement it now is to
create the nodes and segments in the database.  And that will work if
the import i correct.  But how do you undo the creation based on the
wrong trackpoints for example?
