You're probably right but it's not clear.  It needs clearing up.
There is much discussion about this and it *is* happening.

Because you can currently choose on a per trace basis without much more trouble.

This is probably how it will be once we get a proper privacy policy.
But there really isn't any point changing these things around until we
do, it just makes it more complicated.
