I'd say even if a sponsor wanted that though, we should still try to
map as much as possible around that area for OSM, even if they only
wanted those main roads for their own use.

True, that needs to be made clear. When I was initially thinking this
through, I was thinking of Mapchester and the difficulties of mapping
inner city areas. I think it would be good to state that it may not be
possible to map high-rise areas, which would suit most towns well.
Issues may arise if people wanted a specific part of a city mapped.
