How about a server which doesn't host planet.osm itself, but provides:
* A textfile listing the URL of all mirrored copies of planet.osm
* A page which returns the URL of one randomly-selected mirror of planet.osm
* A page containing an HTTP redirect to a randomly-selected mirror of 
planet.osm
* A textfile containing the timestamp and meta-information of the latest 
planet.osm

The other thing to look at is something like Coral, where you have a fixed 
URL, but the request is actually served by whichever mirror is closest to you
