Another approach when a cycleway is not a unique highway type is to consider
the route that the cycleway takes rather than the physical surface. This is
what we are doing with the National Cycle Network (ncn) which follows
different ways and highway classifications from one location to another.
However cycleways in urban areas have lots of additional street furniture
and restrictions to deal with and someone may want to document these on the
actual alignment of the cycleway rather than the alignment of the major way
of which it is part, especially bearing in mind that the cycleway if often
segregated (with line painting or texture) from other highway users.
On balance therefore I think a separate cycleway tag grouping is probably
better than trying to shoehorn everything into the other Map Features tags.
This is a good example where a lot more could be done with tagging to create
a rich map, whether that be an online map or a printed map. Cycleways in the
UK are not well defined are often poorly defined in the physical, the more
that OSM can draw attention to these failings of the real world the better.
