What about things like bridge, elevation and pavement, you surely wouldn't
want so split ways only because one property changes.

A way can consist of gravel and tarmac at different places, you should be
able to render that correctly.

Don't just think in ordered dimensions, not every place as tidy
as the UK regarding road structures ;)
