I've taken the query limit to 4 minutes to try and, short term,
alleviate some of the db problems. What seems to be happening is that
it's actually sped up the churn with all the TIGER stuff as those
requests arn't held back any more by other big calls.

What kind of timing are you seeing? after 4 mins? I can up it to
something more reasonable.
