I thought it may be that as well, but most attempts don't reach
anywhere near 4 minutes. Maybe 2 mins or so before it gives up when
trying to retrieve lat=54.5&lon=-4.5&zoom=7 in JOSM. Uploading gives
500 errors within a much shorter timeframe.
