I thought historic=monument would be a statue, or a pillar dedidicated to
the memory of somebody, or the like.  Perhaps
http://wiki.openstreetmap.org/index.php/Map_Features needs something akin to
a defintion, and perhaps another thingy for survey markers and the like?
I'm not sure what we'd call such a thing, as "marker" is a rather overloaded
term.
