Well, you only cited the second part ;-) The whole sentence goes like this:

"If you alter, transform, or build upon this work, you may distribute the
resulting work only under a licence identical to this one."

So this means if your website is "build upon" the map, then you have to
publish your site under cc-by-sa. But if you only include a map for
completness or so, then you don't have to release the rest under cc-by-sa.

The map itself has to be under cc-by-sa.
