We also have the issue of the data protection act. Does the data 
protection act apply when an address is used without a name and doesn't 
signify anything other than it's face value?

If I owned copyright on my address, perhaps I can sue the DVLA for 
selling the database of all vehicles with the names and addresses of 
their owners.
