If you're in the UK, this may be as a result of JOSM using the WGS-84
(Lat/Lon) projection rather than Mercator -- this makes the world look
vertically 'squished' in much of the UK compared to how it's typically
seen in Mercator projections. (I notice this most seriously in the
Regent's Park Inner Circle Road -- it looks more like an Oval than a
Circle in Lat/Long projection, but looks Circular in Mercator.)

However, I don't know for sure that JOSM does use this projection, nor
where you are editing, so I'm not sure.
