I suspect a separate list for the legal discussion might either give
us a dead mailing list because very few of the current project members
want to spend time on legal stuff, or a project split as the people
interested in legal stuff come up with interpretations and conclusions
that are not supported by several of the other active project members.
Because of this, I recommend we do not create a new mailing list for
the legal discussions, and instead keep those discussions here where
the entire project can follow and participate until the legal
discussion messages are so many it is obvious that a separate mailing
list is a good idea.  I do not believe we are close to that point yet.
