As long as we keep it as a 'discussion' list rather than a 'decision'  
list it'll be fine. Establishment of the OSM Foundation should also  
help with clarifying the decision-making process.

I think the biggest win of the new list will be that we'll be able to  
fully discuss and research topics which merit discussion, rather than  
keeping quiet because we don't want to overwhelm the talk list. For a  
while I've refrained from posting licence stuff to talk, because it  
puts others off, and I know that others believe the same.
