I have submitted a feature request on the behalf of all the misguided
contributors who are making up fake timestamps for their data:

Submitting feature requests (or patches!) is the suggested course of
action if OSM doesn't support what you're trying to do - please don't
make stuff up!

We might not use the timestamp data now, but we can and will do all
sorts of useful things with it in the future.  Whilst we can't stop
you, and it's great that you want to contribute, please stop and think
about just how vital it is that you submit that file *today*, and
consider holding off until we make this change.

If you must, then please make your fake timestamps easy to filter -
unix epoch or something.

Please - no lectures about how "we can't stop it".  I'm well aware
that this will be hard to enforce, but I'm appealing to the better
judgement of people who are on this list now to at least not make
things any worse.
