I have to say that my understanding of the discussions was subtlety 
different.

I thought that what had been suggested was that anyone on the mailing list 
as of a specified date, or an OSM user was eligible to become a preliminary 
member, and that all they had to do was elect to become a  preliminary 
member (no payment of £5 or handwritten letter being required).

I thought that the responsibilities of the preliminary members, along with 
electing a "board", and a possible "constitution", would also be asked to 
agree a way for membership to grow, and it was that at this stage that the 
possibility of a membership requirement of "a payment of £5 or handwritten 
letter" would be considered.
