[OSM-talk] Improving community within the OSM site

I think there has to be some way to identify tracklogs and any other
changes with a particular user, like on wikipedia. (or an IP address).
e.g. suppose a user is found to be adding bogus tracks, or is copying
from an OS map. There needs to be a record of who has done what. (And
if you live in a country where GPS mapping is frowned upon then it's
going to be risky adding tracks whether they are signed or not.
Perhaps there could be a warning about this.)
