My understanding is that I upload data to OSM with a CC-BY-SA license. I
don's give OSM the ownership of my work, I just give OSM the right to
use it according to this license.
The fact is that some people thinks each user hold copyright on their
works, while others thinks that all rights on uploaded things are given
to OSM.

IMHO, we should use a license that enforce attribution to each
contributor when talking about "raw data" (planet.osm, REST API, etc.),
but also allow to attribute derivative works as a raster map to OSM "as
a whole" (ie a place where you can find the raw data (think about source
code) with correct attribution).
And also, all of this should be discussed on legal-talk.
