Exactly. They used your work to produce a map. This is wholely their
work, though according to the licence you put on your data (CC-BY-SA)
they have to release their new map (the derived work) under CC-BY-SA.
Now there is the problem that you allude to later that they need to give
the original "author" credit. This could be a big problem for OSM. Even
a map of oxford probably has a good 15 contributors, and I don't see any
of them listed on the website when it shows you a map. In a way this is
a good thing as people keep mentioning the privacy implications of
attributing nodes to people.
Of course IANAL, and there is a question of if an automated program can
produce the artistic input that is required to produce a copyright etc,
but this is my reading of why this is. Oh, and where have you seen a map
that says Copyright OSM I didn't see one on the website.
