That was one of first idea :) ... but finaly I dont like it, becouse
any softwer which will use standard value, will treat road like
primary, secondary, unclassified, which is correct out of town, but
dosnt make sens in town at all (if you read definition on
http://wiki.openstreetmap.org/index.php/Map_Features using primary and
secondary in town is misuse of value).
Finally, in my opinion it will be good to have town and inter town
specification for roads, becouse that give us possibility to create
on easy way map with small and large scale.
