The only advantage to me would be that for example you should assume 
different driving speeds for primary roads outside/inside towns.

Hm, you are right, the text reads as if primary and secondary are not 
for in-town use. But looking at how a lot of the towns in UK have been 
tagged and according to this page 
(http://wiki.openstreetmap.org/index.php/Labels-Examples-InTown), it is 
perfecty normal to use primary and secondary inside towns.

If you want to introduce new street categories for in-town use, I would 
suggest that you open a new item in 
http://wiki.openstreetmap.org/index.php/Proposed_features .
That would be the right way to discuss and later on vote for the new 
street categories.
