I isnt usual and very rear (only in town with less then 10000 people),
and connected to administration responsibilty (ownership and
maintainence). Also primary road (Zupanijska cesta) connect towns and
dont have any intown usual part like footway, lighting, speed limits,
and so on.

Yes, that was may last sugestion. You may ignore in-town value, and
in_town isnt must attribute (it is MAY attribute). That will nicely
feet in most map schema I hope so.
Talking about residential, urban, rural, industrial and son, I was
like to point that highway value residential doesnt respond to any
particular highway, it is description of road surraoundings, but keep
it for now out of this disscussion.
