In the UK each of those roads can be found within towns, so an 'A' road 
(primary) may go from outside a town all the way through and out the other 
side. Is that different in other countries? I'm not 100% clear on the 
situation elsewhere based on the above page and the Croation road tagging 
page:

In the UK we would probably simply ignore the in-town highway values, although 
your inclusion of David's urban/rural road distinction, which also relates to 
Nick's question about urban/rural footpaths, complicates matters slightly.

It would make sense to keep the official classification (A, B, etc. in the UK) 
separate from metadata useful for rendering/navigation/etc. tools. If we do 
that then can UK users happily ignore the in-town values, and any others 
needed in other countries that have their own classification systems?
