Do you mean that if there are nodes and segments already marking a road,
it will not show them to the end user, and the user will then add a
whole load of duplicates?
This doesn't sound great.
Will it be easy to split and/or merge ways? Can we just make all unwayed
segments into individual ways, and let people join the ways together
later, or can we join more than makes sense into a way (like go round
corners etc.) and people then split them later? Because at the moment,
in JOSM at least, doing either doesn't seem obvious, so you have to get
the ways right first time. Of course, I could be wrong about JOSM.
