Very easy (I hope!). To split, for example, you'll click the relevant  
node and then click a pair of scissors (or press a shortcut key).

I would personally favour the latter, but there'd need to be a  
consensus that "untagged" ways should be created in preference to  
segments alone, and I don't think we yet have such a consensus.

Imi has (I think?) in the past spoken about moving JOSM towards a  
one-stage process for drawing ways, rather than the three-stage rumba  
of create nodes/join nodes into segments/join segments into ways, and  
this would certainly tally with such an approach. (Apologies if I've  
misunderstood you, Imi.)
