highway=residential was originally put forward as a way to aid routing 
algorithms in avoiding sending you down a residential street (unless it was 
actively trying to reach a residential destination).

For most renderers, it gets rendered the same as highway=unclassified.

highway=unclassified can include quite wide major roads that haven't been 
officially classified as primary or secondary (or tertiary)..
