If we are going to have highway=residential, should we have
highway=industrial for small roads through industrial areas or
highway=commercial for small roads with shops or offices e.g. at the
center of a town.

IMHO, All 4 should be rendered the same on the normal slippy map (for
the time being at least), but the information may be useful to custom
map makers, navigation systems and displaying search results.
