[OSM-talk] Attribute Editor Updates

The attribute editor on http://labs.metacarta.com/osm/ now asks for your
username and password when editing. this is to ensure correct
attribution of your edits. 

This editing interface also now supports UTF-8 correctly, and the
click-to-query is now much faster after adding an index on the OID field
of the postgres table.
