Do we have a consensus on whether railways should be one line/way per  
'railway', or one per track? In other words, is (say) the Great  
Western Main Line from London to Reading drawn as four lines (up slow,  
up fast, down slow, down fast) or one?

(I vote for the easy option. But I'm sure that recruiting a few  
railway enthusiasts to OSM could result in OpenQuailMap - cf  
http://www.trackmaps.co.uk/ .)
