ok, in all areas I know (and not only in urban areas), this is not the case.

so what do you think abotu this:
- in areas, where they behave like you mentioned, the complete bus route
  should be tracked.
- in all other areas the stations can be connected directly. this can also
  be done for tram and subway lines (because they really don't stop between
  the stations).
